Position Summary

Globfield International is seeking a highly qualified Senior Accountant to support the implementation of the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS) McGovern-Dole International Food for Education and Child Nutrition Program. The Senior Accountant will provide strategic financial oversight, regulatory compliance, and risk management to ensure the effective administration of program funds across all financial operations. This role will oversee financial reporting, audits, and donor compliance, ensuring transparency and accountability throughout the 60-month project duration with an anticipated budget of $25 million.

Additionally, the Senior Accountant will provide written weekly or bi-weekly financial updates to the State Department and the U.S. Embassy, ensuring timely reporting on financial performance, expenditure tracking, and risk mitigation strategies. The accountant will lead financial audits, monitor fund utilization, and ensure alignment with national and donor-specific financial regulations. By fostering strong partnerships with government agencies, regulatory bodies, and financial stakeholders, the Senior Accountant will ensure a coordinated approach to fiscal management and compliance.

Requirements

Key Responsibilities

  • Ensure compliance with USDA financial regulations, including 2 CFR 200, 7 CFR 1599, and federal grant accounting principles
  • Prepare accurate and timely financial reports for internal stakeholders, USDA/FAS, and donor requirements
  • Oversee internal controls and compliance measures to prevent financial mismanagement and ensure donor funds are used effectively
  • Monitor program expenses, cost allocations, and fund utilization, ensuring adherence to budgetary guidelines
  • Support external and internal audits, facilitating transparency and accountability in financial reporting
  • Manage grant funds, payments, and disbursements, ensuring financial efficiency and adherence to program objectives
  • Work closely with program teams to track commodity management, internal transportation, storage, and handling (ITSH) costs, and local procurement financials
  • Provide strategic financial forecasting to align with program implementation needs
  • Assist in conducting risk assessments and implementing corrective action plans when necessary
  • Provide written weekly or bi-weekly financial updates to USDA/FAS and relevant stakeholders, ensuring transparency and accountability

Required Qualifications

  • Master’s degree in Accounting, Finance, Business Administration, or a related field
  • Minimum of seven years of experience in financial management, accounting, or auditing for donor-funded programs
  • Strong knowledge of USDA funding mechanisms, federal compliance standards, and financial reporting protocols
  • Experience in managing large-scale grants and donor-funded programs, including familiarity with USDA/FAS financial regulations
  • Expertise in budget management, risk mitigation, and financial compliance within international development contexts
  • Proficiency in financial accounting software and grant management systems
  • Fluency in English; working knowledge of French is an asset
