Job Description

Globfield International is seeking a highly qualified Sustainability, Policy & Government Liaison to support the implementation of the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS) McGovern-Dole International Food for Education and Child Nutrition Program. This role will engage with government agencies, advocate for policy improvements, and ensure alignment with USDA/FAS regulations to enhance food security and education outcomes over a 60-month project duration with an anticipated budget of 25 million dollars.

This role is instrumental in bridging policy and program implementation to ensure the success and sustainability of McGovern-Dole’s objectives.

The McGovern-Dole program’s core objectives include:

·      Improved literacy of school-aged children, enhancing education access, teacher training, and learning materials.

·      Increased use of health, nutrition, and dietary practices, strengthening school feeding programs, food preparation safety, and nutrition education.

·      Strengthened local capacity, supporting governments, community organizations, and public-private partnerships to ensure sustainable program impact.

Requirements

Key responsibilities:

·      Act as the primary liaison between Globfield International and government agencies, ensuring program compliance with USDA/FAS policies and regulatory frameworks.

·      Facilitate discussions on education, nutrition, and food security policies, supporting government institutions in implementing sustainable school feeding initiatives.

·      Advocate for long-term financing strategies, ensuring national and regional commitments to education and child nutrition.

·      Support the development of memoranda of understanding (MOUs), policy agreements, and intergovernmental partnerships for program sustainability.

·      Monitor regulatory changes and policy developments, providing recommendations for compliance and program adaptation.

·      Represent the program in high-level meetings, working groups, and policy forums with government officials, donors, and implementing partners.

·      Ensure effective communication and reporting, highlighting program impact and policy recommendations.

Qualifications:

·      Advanced degree in public policy, political science, international relations, education, or a related field.

·      Minimum of 8 years of experience in government relations, policy advocacy, or regulatory affairs within international development.

·      Proven ability to engage with government institutions, facilitating multi-sectoral coordination for policy implementation.

·      Strong knowledge of education, food security, and child nutrition policies, particularly in food-deficit countries.

·      Expertise in policy analysis, stakeholder engagement, and regulatory compliance.

·      Fluency in French is required; proficiency in English is a plus.
