Job Description

Location: Remote (Washington, D.C. or Virginia, USA) Reports to: Chief Executive Officer, Globfield International Duration: Full-time, organizational position (subject to funding)


Job Summary

The Finance Director is a senior executive at Globfield International, overseeing the organization’s financial strategy, institutional stewardship, and compliance infrastructure. Based remotely in Washington, D.C. or Virginia, the Finance Director leads Globfield’s global financial systems across donor portfolios—including USDA-funded programs—ensuring transparency, cost efficiency, and regulatory alignment.

Reporting directly to the CEO, the Finance Director is the principal point of contact for Globfield’s outsourced U.S.-based Financial Management, Accounting, and HR services firm. S/he oversees financial reporting, field team onboarding, budget control, and organizational risk mitigation. The Director ensures that internal processes scale with Globfield’s growing portfolio and reflect the highest standards of fiduciary integrity.

Requirements

Key Responsibilities

Executive Financial Leadership

  • Provide strategic financial counsel to the CEO and Board on liquidity, portfolio optimization, and growth scenarios
  • Lead internal budget planning, cash-flow forecasting, and cost recovery strategies across Globfield’s donor pipeline
  • Design and update Globfield’s institutional cost allocation plans and indirect cost recovery frameworks

External Partnership Oversight

  • Serve as Globfield’s designated Point of Contact (POC) with the outsourced U.S.-based Financial Management, Accounting, and HR services firm
  • Coordinate deliverables, schedule financial check-ins, and uphold clear communication protocols with external partners
  • Ensure alignment with procurement protocols, bank access policies, and personnel file standards

Quality Control & Systems Integrity

  • Oversee general ledger accuracy, monthly reconciliations, and burn rate monitoring
  • Lead quality assurance in financial reporting, including SF-425 reviews, budget variance analyses, and performance dashboards
  • Maintain and disseminate regular updates of budget vs. actuals across country portfolios

 

 

Onboarding & Field Financial Capacity

  • Lead onboarding of Globfield subrecipients and field staff in finance-related procedures and compliance principles
  • Provide strategic advice to field finance managers and accountants
  • Contribute to finance staff performance reviews through structured mentorship and compliance feedback

Compliance & Institutional Safeguarding

  • Ensure full institutional adherence to 2 CFR 200, USDA MGD, and FFPr cost principles, other funded projects, and donor audit protocols
  • Monitor cost share commitments, allowability reviews, and classification of direct, indirect, and in-kind efforts
  • Develop and maintain audit-ready documentation systems, manuals, and SOPs for global finance operations

Representation & Donor Engagement

  • Interface directly with USDA financial officers, auditors, and fiscal policy teams
  • Participate in donor briefings, technical working groups, and strategy workshops related to financial systems innovation
  • Support proposal cost strategy and pricing decisions across Globfield’s development pipeline

Qualifications

  • Master’s degree in Accounting, Finance, or Business Administration; CPA or CMA certification preferred
  • At least 12 years of progressively responsible financial leadership experience, including U.S. federal grants and international operations
  • Demonstrated success managing outsourced finance functions and multi-country fiscal portfolios
  • In-depth knowledge of USDA requirements, SF-425 reporting, 2 CFR 200, and indirect cost management
  • Exceptional skills in financial modeling, strategic planning, team mentorship, and systems design
  • Proven ability to communicate with donors, senior leadership, and consortium partners at executive levels
  • Authorized to work in the U.S. and based in Washington, D.C. or Virginia; occasional travel available if needed
  • Fluency in English (French proficiency strongly preferred)
